<p>According to a survey by Gallup and Healthways, Texas has more people in need of health insurance than any other state. Last year, 26.8 percent of Texans needed a health plan and that deteriorated to 27.2 percent, or nearly 6.3 million Texans, in the first half of 2011. Since Gallup and Healthways started tracking uninsured rates in 2008, Texas has trailed the nation in managing healthcare costs.</p>
<p>You may have heard Texas Governor Rick Perry describing how his state has created 37 percent of the country&#8217;s new jobs since 2009, but have you heard him explain how Texans are paying for health care? People are known to dial 911 in emergencies. Ambulances still send paramedics and emergency rooms still treat people in critical condition. That&#8217;s the most expensive form of health care, yet it&#8217;s also the last resort for people who don&#8217;t have health insurance. </p>
<p><span id="more-4527"></span></p>
<p>Would you be surprised if hospitals raised rates for services when they had a lot of unpaid accounts? Would you be surprised if insurance companies raised premiums when hospital charges got more expensive? Ambulances, emergency medical technicians and E.R. staff cost money and it&#8217;s unrealistic to think that unpaid charges are always written off as charity. </p>
<p>Texas Health Insurance Coverage Is Not Covered By Many Jobs </p>
<p>Part of the problem is that Texas has a high number of retail and service jobs, which are typically the industries least likely to cover employees with health care benefits. Texas can have a low unemployment rate, and still have too many working people who can&#8217;t afford Texas health insurance coverage. </p>
<p>According to a survey by the Kaiser Family Foundation, 71 percent of the uninsured in Texas are members of families that include someone who is working a full-time job. Almost 63 percent of uninsured Texans have a job that doesn&#8217;t provide health insurance. Texas officials tend to stick with the federally-mandated minimums for Medicaid so Texans are less likely to get help with healthcare through Medicaid in Texas than in certain other states.</p>
<p>Change Comes To <a target="_blank" target="_new" rel="nofollow" href="http://www.etxhealthinsurance.com">Texas Health Insurance</a></p>
<p>When it comes to regulating TX health insurance rates, you won&#8217;t find a lot of state government enthusiasm, either. However, federal action has made a significant change in health insurance for Texas. You won&#8217;t see it in any plan you may have purchased prior to health care reform, but the plans that are now available have an important difference from older coverage. Even the least expensive Texas health insurance plans no longer require policyholders to pay for all of their own health care until the plan&#8217;s deductible has been met.</p>
<p>The U.S. Preventive Task Force looked at examples of health care that were seen to prevent the need for serious, and costly, forms of medical intervention. People who could only afford plans with the highest deductibles can now get recommended health care without having to come up with cash for co-pay or co-insurance charges or having to spend enough to meet the plan&#8217;s deductible. Health care providers should see a decrease in the need for emergency care as preventive health care reduces the need for last ditch efforts. That means fewer big bills for E.R. services, but it also means fewer unpaid claims since people who couldn&#8217;t afford to see a doctor and waited until they had to go to the E.R. are unlikely to be able to pay off E.R. bills. </p>
<p>Insurance companies will most likely be paying for more health care now that their members can see a doctor with no out-of-pocket costs. If providers end the vicious cycle of raising rates to cover a growing number of unpaid bills, insurance companies, like the rest of us, will end up paying less for health care services. While it does seem to make economic sense, that&#8217;s not the only reason to ensure that people can get needed health care. Some still believe that human life has value. Maybe protecting that life and protecting the very idea that human life is worth it makes sense in a way that goes beyond economics.</p>

A higher precentage of residents have had to survive without health insurance in Texas than in any other state, but September will bring new relief to help the public pay for Texas health insurance plans.Over the last five years, Texas health insurance premiums rose by a whopping 40 percent. That was 10 times faster than household income rose for Texas residents during the same period. With the cost of health insurance soaring beyond reach for many working people, families were hit hard. Of the uninsured in Texas, more than 80 percent are in families supported by at least one working member. Although three-fourths of them have incomes above 200 percent of the federal poverty level, health insurance has remained out of reach.As one in four Texas residents (nearly six million people) were trying to stay healthy in the absense of any kind of health insurance, President Obama signed the Patient Protection and Affordable Care Act into law in March 2010.<b>How Will <a target="_blank" target="_new" rel="nofollow" href="http://www.etxhealthinsurance.com">Health Insurance In Texas</a> Change In September?</b>Both young and old will benefit from the Affordable Care Act. This law includes provisions for children who have been excluded from health insurance coverage because insurers did not want to accept the risk of claims for known health problems. The new provision will apply to health insurance plans that are &#8220;grandfathered in&#8221;as well as to new group plans, self-insured plans and new individual plans. Now those who have not had health insurance for the last six months, will also have access to health insurance through a federal Pre-existing Condition Insurance Plan.<b>Is An Ounce Of Prevention Worth A Pound Of Cure?</b>That famous quote from Benjamin Franklin, &#8220;an ounce of prevention is worth a pound of cure,&#8221; will finally be put to the test this fall. As of September 23, all health insurance plans in Texas, whether the policies are new or old, will no longer be allowed to deny health insurance to sick children under the age of 19.<b>How Does Healthcare Reform Aid Adults?</b>It establishes an insurance pool, the Pre-Existing Conditions Insurance Plan or PCIP, for adults with known health problems who do not have health insurance. That can end discrimination against those who are sick, and it means no more high premiums when you need medical care the most. Texas also has a state high-risk pool so if you are in that pool, you cannot transfer to the federal pool. Does your health insurance limit your lifetime benefits? That, too, will change on September 23. Insurers will no longer be permitted to limit lifetime benefits that are defined to be &#8220;essential health benefits,&#8221; such as ambulance service and hospitalization. More services may be added to the classification of essential benefits because the details are still being discussed. No new Texas health insurance plans may be issued after September 23 with either annual or lifetime limits on benefits. Who may form a cooperative?</p>

Two or more small employers may form a small employer health coalition. Any person &#8211; other than a health carrier &#8211; may form a health group cooperative. A health carrier may assist a sponsoring entity in forming a cooperative. A health group cooperative must have at least ten participating employers.</p>

The cost of paying their own way in our high-cost society often leaves little paycheck that can be spent on health insurance premiums after all monthly bills are paid.</p>
<p>Although young adults are typically a healthy population, they are pouring into emergency rooms in increasing numbers rather than going to outpatient clinics. These young adults get nearly twice as much of their care in emergency rooms as do adolescents and younger children.</p>
<p><span id="more-3680"></span></p>
<p>When compared to adults over 30, young adults receive nearly three times as much of their care in emergency rooms, according to a study at the University of Rochester Medical Center.</p>
<p>The researchers used data from 17,048 young adult emergency room visits, and 14,443 young adult outpatient visits. The information was collected through the National Ambulatory Medical Care Survey, and the National Hospital Ambulatory Medical Care Survey.</p>
<p>Changes in Health Insurance in Texas to Help Young Adults</p>
<p>The investigators found that young adults without insurance or with public insurance were more likely to be treated in emergency rooms than were young adults who had private Texas health insurance. This may be a result of people without insurance feeling economic pressure not to treat medical conditions until the problems grow to unbearable limits.</p>
<p>Over the decade spanning 1996 through 2006, emergency room visits by young adults rose by an alarming 5,520,000 visits. By 2006, almost one-fourth (22 percent) of all the healthcare young adults received came through emergency rooms. That was true whether treatment was for injuries or illness.</p>
<p>With the Reconciliation Act, parents can continue to provide healthcare coverage through their health insurance policies for their children until the young adults are 27 years old.</p>
<p>There are other options, too, that often have lower-cost premiums. That includes low-deductible accident plans, short-term health insurance, and student health insurance. For as little as $22 a month, plans with $100 deductibles pay $5,000 and $10,000 worth of medical bills for accidents.</p>
<p>Healthcare Reform to Help Those with Pre-existing Conditions</p>
<p>At one time, accidents were a bigger threat to young adults than illness, but diabetes and obesity (which is associated with a range of serious health risks) have been growing in young populations at record-breaking speed. For young adults with diabetes, or any other pre-existing condition, coverage has been next to impossible to obtain.</p>
<p>Forty-five states have laws that let insurance companies refuse coverage to people who have pre-existing conditions. According to the HHS Health Reform Website, a national survey estimated that 12.6 million non-elderly adults with pre-existing conditions were denied health insurance just in the past three years. Another survey found that one in ten people who had cancer were also denied health insurance or lost their coverage after cancer was diagnosed.</p>
<p>In 2014, national health care reform will stop insurance companies from denying you health insurance if you have a pre-existing condition. This new law will provide health insurance to millions more uninsured people.</p>
<p>Until 2014, the U.S. Department of Health and Human Services is offering an alternative program that gives those with pre-existing conditions access to high-quality insurance at affordable premiums through a high-risk pool program.</p>
<p>The out-of-pocket expenses for those who participate cannot exceed $5,950 per person. The federal government is funding this temporary program with $5 billion. The state of Texas will receive $493 million, and that&#8217;s more than any other state has been allocated.</p>
<p>The funding for the high-risk pool program will be available to Texas this July 1st, but when people can apply depends on their state government. To apply, you also must be a U.S. citizen or national of the U.S., and, of course, you must have a pre-existing condition.</p>
<p>From this year forward, health insurance in Texas is going to become more accessible not only for young adults, but to all age groups.</p>

			<content:encoded><![CDATA[<p>If you lose your job anywhere in the US, including Texas, one of the many questions you&#8217;ll have is: &#8220;Will I lose my health coverage, too?&#8221; If you&#8217;re an employee at a company that has 20 or more employees, and you leave your group plan for reasons other than gross negligence, you&#8217;ll be offered COBRA continuation coverage. The question is, should you take COBRA or look for another plan?</p>
<p>&#13;<br />
This federal law, known as COBRA (Consolidated Omnibus Budget Reconciliation Act of 1985), fills that important gap for health insurance plans for qualified workers, their spouses, and their dependent children so their health insurance does not have to stop when they leave their job.</p>
<p><span id="more-3508"></span></p>
<p>&#13;<br />
Under COBRA, if you voluntarily resign or are terminated for any reason other than &#8220;gross misconduct,&#8221; you are guaranteed the right to continue your former employer&#8217;s group plan for individual or family health insurance for up to 18 months at your own expense. In most cases, spouses and dependent children are also eligible for COBRA coverage, sometimes for up to three years. However, individual plans &#8211; plans you purchase on your own, rather than through work or an association &#8211; are not subject to COBRA laws, and once you lose that coverage, you won&#8217;t be able to get an extension under COBRA.</p>
<p>&#13;<br />
One of the things many employees don&#8217;t know about enrolling in COBRA are its &#8220;hidden&#8221; costs. Your employer can charge up to 102% of the premium they pay for &#8220;similarly situated employees.&#8221; Health insurance premiums for most groups are &#8220;composite rated&#8221;, meaning that the premiums aren&#8217;t based on age. COBRA rates for these groups are based only on family status. Obviously, it costs more to insure the average 55 year old than the average 25 year old. So, if you&#8217;re a young, healthy individual who elects COBRA, your premiums will be subsidizing older people in your group. As a result, unless your health is impaired or your former employer subsidizes the COBRA payments of former employees (which is highly unlikely), you can assume that a non-age-rated COBRA policy will never be as good a deal as an individual health insurance plan can be.</p>
<p>&#13;<br />
There&#8217;s also the factor of &#8220;sticker shock,&#8221; in terms of an employee not realizing how much an employer has been paying for group healthcare until the employee gets his or her first COBRA bill. Group health coverage for COBRA participants is usually more expensive than health coverage for active employees because the employer usually pays a part of the premium for active employees, while COBRA participants generally pay the entire premium themselves.</p>
<p>&#13;<br />
Many health insurance experts point out that, in spite of the high cost, group insurance is generally less expensive than individual health insurance. Of course, that&#8217;s simply not true for anyone who is younger and healthier than the average employee. COBRA is unreasonable for anyone who is younger and healthier because they still have to pay the average premium, which will likely be higher than individual health insurance premiums.</p>
<p>&#13;<br />
But eligibility isn&#8217;t the only issue to consider when it comes to COBRA. Cost is a major consideration too. If you have no pre-existing conditions and decide against COBRA, you should consider buying individual health insurance until you land a new job with health benefits. And even when you do land a new job, it may be better to opt-out of a group plan if you can (taking increased pay instead) and maintain an individual health insurance plan that will be portable from job to job.</p>
<p>&#13;<br />
If you&#8217;re a young, healthy individual who becomes unemployed, even if your employer offers COBRA, consider the cost advantage of an individual health insurance plan, especially with Precedent. For young, healthy individuals, our premiums can be as low as 25 percent of what you would pay in COBRA premiums.</p>
